Narrative:
We waited at gate at mia for 15 mins with 1) our forward passenger entry door blocked (by the jet bridge approximately 3' away), so an emergency evacuate/evacuation from that exit was impossible; 2) no gate agent in the area; 3) air carrier operations would not send anyone to that gate when we requested. From XA52 to XB07 we called air carrier flight operations many, many times to get a gate agent to our gate. Operations said they called the gate and no one answered, and they radioed the agent with no reply. I know our flight manual requires the person to remain at the gate until we are well clear. I believe FAA requires this for an emergency evacuate/evacuation possibility. I know air carrier airport manager is aware of this--I can't understand why he encourages this.

Title: LGT IS PARKED NEXT TO AN UNMANNED JETWAY WHICH BLOCKS MAIN CABIN DOOR PREVENTING ITS USE AS AN EMERGENCY EXIT.
Narrative: WE WAITED AT GATE AT MIA FOR 15 MINS WITH 1) OUR FORWARD PAX ENTRY DOOR BLOCKED (BY THE JET BRIDGE APPROX 3' AWAY), SO AN EMER EVAC FROM THAT EXIT WAS IMPOSSIBLE; 2) NO GATE AGENT IN THE AREA; 3) ACR OPS WOULD NOT SEND ANYONE TO THAT GATE WHEN WE REQUESTED. FROM XA52 TO XB07 WE CALLED ACR FLT OPS MANY, MANY TIMES TO GET A GATE AGENT TO OUR GATE. OPS SAID THEY CALLED THE GATE AND NO ONE ANSWERED, AND THEY RADIOED THE AGENT WITH NO REPLY. I KNOW OUR FLT MANUAL REQUIRES THE PERSON TO REMAIN AT THE GATE UNTIL WE ARE WELL CLR. I BELIEVE FAA REQUIRES THIS FOR AN EMER EVAC POSSIBILITY. I KNOW ACR ARPT MGR IS AWARE OF THIS--I CAN'T UNDERSTAND WHY HE ENCOURAGES THIS.
