Narrative:
Forecast to leave sdq full of passenger. Released early from the gate with over 20 empty seats. Upon reaching miami, the gate agent was upset that there were many bags of unboarded passenger in the international baggage claim. Also, there was a deportee with no required paperwork for INS. I believe both the baggage and the (no notice of) deportee are violations of the law. I know air carrier wants an on time departure, but safety must still come first. I believe it is unsafe to fly with unclaimed bags, or with bags of passenger not boarding the airplane. I can easily see a bomb on the plane with the passenger still on the ground. Multiply that times 20 and then from an unstable island--this is possibly the guarantee of murder. I think someone must know that if air carrier had a chance to stop this procedure--they overlooked it for on time departures. I think someone must know that if a bomb takes many lives on an air carrier from sdq--it was not because air carrier was not warned. I think someone must know that air carrier does not always place proper emphasis on safety.

Title: LGT LEAVES UNSTABLE FOREIGN COUNTRY WITH UNACCOUNTED PASSENGER BAGS ON BOARD. ALSO WAS SHORT PAPERWORK FOR A DEPORTEE PASSENGER.
Narrative: FORECAST TO LEAVE SDQ FULL OF PAX. RELEASED EARLY FROM THE GATE WITH OVER 20 EMPTY SEATS. UPON REACHING MIAMI, THE GATE AGENT WAS UPSET THAT THERE WERE MANY BAGS OF UNBOARDED PAX IN THE INTL BAGGAGE CLAIM. ALSO, THERE WAS A DEPORTEE WITH NO REQUIRED PAPERWORK FOR INS. I BELIEVE BOTH THE BAGGAGE AND THE (NO NOTICE OF) DEPORTEE ARE VIOLATIONS OF THE LAW. I KNOW ACR WANTS AN ON TIME DEP, BUT SAFETY MUST STILL COME FIRST. I BELIEVE IT IS UNSAFE TO FLY WITH UNCLAIMED BAGS, OR WITH BAGS OF PAX NOT BOARDING THE AIRPLANE. I CAN EASILY SEE A BOMB ON THE PLANE WITH THE PAX STILL ON THE GND.
