Narrative:
An FAA inspection of aircraft was conducted for the purpose of approving an existing FBO's flight school under far part 141. This inspection was at the request of the FBO and was done with the spirit and intent of working with the local FAA FSDO to upgrade the flight school's standards to an even higher one already enjoyed. To the dismay of virtually everyone involved with the inspection however, this became the maintenance inspector's grandstand for a 'show of legal force.' his demeanor was one of a 'mightier than though' attitude--west/O even the slightest hint of professional respect for the time or work of others. By the time the maintenance inspector left the FBO, with his laundry list of aircraft discrepancies, there truly was a feeling of relief by all he had come in contact with that day, a feeling probably empathized by a rape victim watching a former friend leave. Ironically, our request to help us better ourselves, to help us gain for part 141 approval for our flight school has become a probable request to the FAA for violations and/or certificate actions. This synopsis is written solely to make you aware that directly as a result of this inspector's attitude and his actions he has singlehandedly and substantially degraded the quality performance of those people who have wanted to excel by working with the FAA. Although the inspector's requirements will be completed (so as not to further jeopardize ourselves), any sincere desire to help him was vanished. This inspector showed by his actions that he does not come to suggest, recommend, inspect and finally approve individuals and/or organizations--rather he comes to investigate them. Ps: april issue of 'business and commercial aviation' reports some inspectors are retiring or quitting due to this same type of managerial 'citation quota' style. They term it 'federal aviation gestapo.'

Title: INSPECTION REQUESTED BY FBO TO UPGRADE HIS OPERATING LICENSE RESULTS IN INVESTIGATION AND FAULT FINDING.
Narrative: AN FAA INSPECTION OF ACFT WAS CONDUCTED FOR THE PURPOSE OF APPROVING AN EXISTING FBO'S FLT SCHOOL UNDER FAR PART 141. PS: APRIL ISSUE OF 'BUSINESS AND COMMERCIAL AVIATION' RPTS SOME INSPECTORS ARE RETIRING OR QUITTING DUE TO THIS SAME TYPE OF MANAGERIAL 'CITATION QUOTA' STYLE.
