Narrative:
Called FSS at XA45 am for briefing for local flight (traffic watch). Conditions were VFR arrived at airport observed low lying shallow ground fog. Called FSS again 2 mins before takeoff and WX was still VFR. Announced intentions on CTAF frequency to depart on runway 2L. As takeoff roll began I heard another aircraft call that he was departing on an intersecting runway. Approximately 1000' down the runway I lifted off and saw the other plane off my left: still on the runway. It appeared that he aborted and I continued climbing to the left over his runway. Luk is situated in a valley and I feel the peculiar WX we experience there coupled with the fact that we recently lost our FSS creates a dangerous situation. The WX conditions can change rapidly and the WX we get is not always of a timely nature. Callback conversation with reporter revealed the following: reporter said the WX was officially VFR, but that there were patches of ground fog on the airport. He said he could not see across the airport to where the other aircraft was beginning his takeoff. He said he was about 400' when he crossed the intersection and that the other aircraft was about '800 yds away.' he idented both aircraft involved.

Title: SMA ATX TKOF FROM ARPT WITH GND FOG PRESENT AND HAS CONFLICT WITH SMT TKOF ON INTERSECTING RWY.
Narrative: CALLED FSS AT XA45 AM FOR BRIEFING FOR LCL FLT (TFC WATCH). CONDITIONS WERE VFR ARRIVED AT ARPT OBSERVED LOW LYING SHALLOW GND FOG.
