Narrative:
While flying along the north side of the river headed west I experienced a loss of engine power. Since I lost nearly 400-500 RPM; I decided to land at the nearest suitable location. After losing 2;500 ft due to loss of engine power I selected [an airport] for my emergency landing location. I declared an emergency with [ATC] and proceeded to fly into an active restricted airspace. The landing was was uneventful.
