Speed 160 KTS altitude 9;700 ft; flaps 3; landing gear was lowered; ECAM resulted showing gear not down and locked. ECAM completed and gear was lowered manually. Normal landing and braking ensued. Taxied clear of runway and parked for eventual tow-in. Nose wheel steering inop resulting from manual gear extension.

Title: An A319 Captain reported manually lowering the landing gear after the ECAM alerted the gear not down and locked when the gear handle was selected down. The nose wheel steering was inoperative so the aircraft was towed to the gate.
