Narrative:

This is the third letter to ASRS. The following was reported by one of my colleagues. I was approaching by ADF at yvr some months ago. It was VMC. When I reported my position to the tower at an altitude of about 1500', the controller said, 'continue approach, light airplane takeoff before landing.' the light plane in front of us took of when we were about 500' on final. But, at the point of about 150', the controller was very busy and talking with other aircraft. Still we never got the landing clearance, so I decided to go around. After going around, the light plane that just took off was in sight nearby at an altitude of 300-500'. As I felt it dangerous, I broke off to the right to avoid a collision. Of course, I landed next time safely. Comments: 1) at the international airport like yvr and anc, the traffic has been increasing recently, especially light planes. Therefore, I think that the special facs as well as the runway for light planes are absolutely necessary! 2) we airline crews are often accustomed to flying under IFR, and have a tendency to fly like a simulator feeling. But, at the airports like I mentioned above, the controllers are controling many light planes. Therefore, all 3 crew members should keep watching outside during takeoff and approach.

Title: ACR MAKING MISSED APCH CAME IN CLOSE PROX TO DEPARTING SMA.

Narrative: THIS IS THE THIRD LETTER TO ASRS. THE FOLLOWING WAS RPTED BY ONE OF MY COLLEAGUES. I WAS APCHING BY ADF AT YVR SOME MONTHS AGO. IT WAS VMC. WHEN I RPTED MY POS TO THE TWR AT AN ALT OF ABOUT 1500', THE CTLR SAID, 'CONTINUE APCH, LIGHT AIRPLANE TKOF BEFORE LNDG.' THE LIGHT PLANE IN FRONT OF US TOOK OF WHEN WE WERE ABOUT 500' ON FINAL. BUT, AT THE POINT OF ABOUT 150', THE CTLR WAS VERY BUSY AND TALKING WITH OTHER ACFT. STILL WE NEVER GOT THE LNDG CLRNC, SO I DECIDED TO GO AROUND. AFTER GOING AROUND, THE LIGHT PLANE THAT JUST TOOK OFF WAS IN SIGHT NEARBY AT AN ALT OF 300-500'. AS I FELT IT DANGEROUS, I BROKE OFF TO THE RIGHT TO AVOID A COLLISION. OF COURSE, I LANDED NEXT TIME SAFELY. COMMENTS: 1) AT THE INTL ARPT LIKE YVR AND ANC, THE TFC HAS BEEN INCREASING RECENTLY, ESPECIALLY LIGHT PLANES. THEREFORE, I THINK THAT THE SPECIAL FACS AS WELL AS THE RWY FOR LIGHT PLANES ARE ABSOLUTELY NECESSARY! 2) WE AIRLINE CREWS ARE OFTEN ACCUSTOMED TO FLYING UNDER IFR, AND HAVE A TENDENCY TO FLY LIKE A SIMULATOR FEELING. BUT, AT THE ARPTS LIKE I MENTIONED ABOVE, THE CTLRS ARE CTLING MANY LIGHT PLANES. THEREFORE, ALL 3 CREW MEMBERS SHOULD KEEP WATCHING OUTSIDE DURING TKOF AND APCH.
