Narrative:
Air carrier X was cleared for a visibility approach, runway 17, 4 mi northeast of the airport. He was out of 3500' descending, indicating about 220 KTS. Air carrier Y was 7-8 mi northwest on final for runway 14R at 3000' descending and indicating about 140 KTS. Air carrier X was switched to tower frequency, while air carrier Y was still on approach frequency. Air carrier X told tower he was too high for landing runway 17, and air carrier X was told to fly wbound by tower for a missed approach. This wbound heading placed him in direct conflict with air carrier Y. In addition, air carrier X remained at 3000', heading for some towers with an MVA of 3500'. I asked tower what air carrier X was doing, and tower local informed me he was wbound and was too high for runway 17. I told tower to turn him southbound, away from air carrier Y and the towers.
Original NASA ASRS Text
Title: ACR CAME IN CLOSE PROX TO ANOTHER ACR WHILE MAKING A MISSED APCH.
Narrative: ACR X WAS CLRED FOR A VIS APCH, RWY 17, 4 MI NE OF THE ARPT. HE WAS OUT OF 3500' DSNDING, INDICATING ABOUT 220 KTS. ACR Y WAS 7-8 MI NW ON FINAL FOR RWY 14R AT 3000' DSNDING AND INDICATING ABOUT 140 KTS. ACR X WAS SWITCHED TO TWR FREQ, WHILE ACR Y WAS STILL ON APCH FREQ. ACR X TOLD TWR HE WAS TOO HIGH FOR LNDG RWY 17, AND ACR X WAS TOLD TO FLY WBOUND BY TWR FOR A MISSED APCH. THIS WBOUND HDG PLACED HIM IN DIRECT CONFLICT WITH ACR Y. IN ADDITION, ACR X REMAINED AT 3000', HDG FOR SOME TWRS WITH AN MVA OF 3500'. I ASKED TWR WHAT ACR X WAS DOING, AND TWR LCL INFORMED ME HE WAS WBOUND AND WAS TOO HIGH FOR RWY 17. I TOLD TWR TO TURN HIM SBND, AWAY FROM ACR Y AND THE TWRS.
