[I] encountered strong headwinds; much stronger than official flight planning predicted. Also had much air turbulence over terrain. Fuel tube showed enough fuel to reach [the destination airport]. Prior to touchdown; fuel stopped being fed to the engine and the plane dropped 20 feet.
