Narrative:

I was landing straight in for 30L on a flight from visalia. I called a 10 mi, a 5 mi and a 2 mi final. After the 2 mi final call I was scanning for traffic and observed an small aircraft X at my 10 O'clock and 100' above my altitude. It was hard to judge if he was descending and I wasn't sure if he had spotted me yet. I banked to the left and descended as a passenger kept visibility contact as the plane passed overhead about 100'. I then landed on 30L and I believe the X landed on 30R.I had called position 3 different times on final. The only traffic I heard was an small aircraft Y in the pattern. He was on the ground when I called 5 mi final. No other traffic was heard. After landing I asked the pilot if he used his radio. He said he did. He said he called me and asked my position. I heard no call from anyone and neither did my passenger (a navy pilot and aircraft owner). The unicom frequency for chandler is the same as visalia and a radio check confirmed my radio was transmitting. I suspect the small aircraft X radio was not transmitting. Far 91.67 states when 2 or more aircraft are approaching the airport for landing the aircraft at the lower altitude has the right of way. The small aircraft X should have aborted its approach and reentered the landing pattern as soon as he saw me. I was limited as to the action to take because I was not sure if he had visibility contact with me and might not react properly if contact was made at the last moment. Comments: constant scanning and a proper pattern flown by the small aircraft X kept this incident from becoming an accident.

Title: PLT OF SMA ON STRAIGHT IN VFR APCH TO UNCONTROLLED ARPT HAD CONFLICT WITH ANOTHER SMA IN THE PATTERN.

Narrative: I WAS LNDG STRAIGHT IN FOR 30L ON A FLT FROM VISALIA. I CALLED A 10 MI, A 5 MI AND A 2 MI FINAL. AFTER THE 2 MI FINAL CALL I WAS SCANNING FOR TFC AND OBSERVED AN SMA X AT MY 10 O'CLOCK AND 100' ABOVE MY ALT. IT WAS HARD TO JUDGE IF HE WAS DSNDING AND I WASN'T SURE IF HE HAD SPOTTED ME YET. I BANKED TO THE LEFT AND DSNDED AS A PAX KEPT VIS CONTACT AS THE PLANE PASSED OVERHEAD ABOUT 100'. I THEN LANDED ON 30L AND I BELIEVE THE X LANDED ON 30R.I HAD CALLED POS 3 DIFFERENT TIMES ON FINAL. THE ONLY TFC I HEARD WAS AN SMA Y IN THE PATTERN. HE WAS ON THE GND WHEN I CALLED 5 MI FINAL. NO OTHER TFC WAS HEARD. AFTER LNDG I ASKED THE PLT IF HE USED HIS RADIO. HE SAID HE DID. HE SAID HE CALLED ME AND ASKED MY POS. I HEARD NO CALL FROM ANYONE AND NEITHER DID MY PAX (A NAVY PLT AND ACFT OWNER). THE UNICOM FREQ FOR CHANDLER IS THE SAME AS VISALIA AND A RADIO CHK CONFIRMED MY RADIO WAS XMITTING. I SUSPECT THE SMA X RADIO WAS NOT XMITTING. COMMENTS: CONSTANT SCANNING AND A PROPER PATTERN FLOWN BY THE SMA X KEPT THIS INCIDENT FROM BECOMING AN ACCIDENT.
