Narrative:
On VFR flight from myu to bethel I flew in a snow shower with 1-2 mi visibility estimated 500' overcast. Snow shower only approximately 5 mi wide, while in snow shower eastbound approximately 4 south of night mute an aircraft 1 small aircraft appeared climbing from 9 O'clock. I turned right and descended and avoided traffic. Approximately 20 seconds later an aircraft 2 small transport came from same position with the same response from me. Approximately 15 seconds after we were out of the snow shower and into good VFR 700' overcast 10-20 mi visibility. Callback conversation with reporter revealed the following: reporter states he was monitoring frequency for myu and heard no call from either aircraft about their departure. First aircraft was single engine air taxi and they are not allowed to file IFR in this area. Second aircraft probably no filed as IFR either. Terrain is delta area, very flat and uncongested. Reporter was in proper VFR for uncontrolled airspace, 1 mi and clear of clouds, at all times. Called both aircraft after incident to apologize. Second aircraft returned communication and also apologized. First aircraft never responded, even though reporter heard him communicate with other aircraft. Feels the fact he was in government aircraft has negative effect for some people. Works for fish and wildlife preservation. Believes both aircraft were trying to climb through snow shower to get to VFR on top. Steep angle of climb gave this indication.

Title: GOV ACFT IN SNOW SHOWER HAD NMAC WITH AN SMA, AND THEN AN SMT--BOTH WERE CLIMBING THROUGH SNOW SHOWER.
Narrative: ON VFR FLT FROM MYU TO BETHEL I FLEW IN A SNOW SHOWER WITH 1-2 MI VISIBILITY ESTIMATED 500' OVCST. SNOW SHOWER ONLY APPROX 5 MI WIDE, WHILE IN SNOW SHOWER EBND APPROX 4 S OF NIGHT MUTE AN ACFT 1 SMA APPEARED CLBING FROM 9 O'CLOCK. I TURNED RIGHT AND DSNDED AND AVOIDED TFC. APPROX 20 SECS LATER AN ACFT 2 SMT CAME FROM SAME POS WITH THE SAME RESPONSE FROM ME. APPROX 15 SECS AFTER WE WERE OUT OF THE SNOW SHOWER AND INTO GOOD VFR 700' OVCST 10-20 MI VISIBILITY. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR STATES HE WAS MONITORING FREQ FOR MYU AND HEARD NO CALL FROM EITHER ACFT ABOUT THEIR DEP. FIRST ACFT NEVER RESPONDED, EVEN THOUGH RPTR HEARD HIM COMMUNICATE WITH OTHER ACFT. FEELS THE FACT HE WAS IN GOVERNMENT ACFT HAS NEGATIVE EFFECT FOR SOME PEOPLE. WORKS FOR FISH AND WILDLIFE PRESERVATION. BELIEVES BOTH ACFT WERE TRYING TO CLB THROUGH SNOW SHOWER TO GET TO VFR ON TOP. STEEP ANGLE OF CLB GAVE THIS INDICATION.
