Narrative:
Controller missed hearback of incorrect heading by commuter. Controller recognized conflict by observing target track on incorrect heading. Commuter was converging with air carrier on final at outer marker. Controller advised commuter of incorrect heading and issued air carrier traffic on final. Commuter saw traffic and was instructed to maintain visual separation. Commuter advised controller he read back the heading which caused the confliction but controller did not hear the readback. Tape was not pulled. Visual separation was applied before standard separation was lost.

Title: ACFT ON CONVERGING COURSE WITH ANOTHER ACFT WAS INSTRUCTED TO MAINTAIN VISUAL SEPARATION BEFORE LOSING RADAR SEPARATION.
Narrative: CTLR MISSED HEARBACK OF INCORRECT HDG BY COMMUTER. CTLR RECOGNIZED CONFLICT BY OBSERVING TARGET TRACK ON INCORRECT HDG. COMMUTER WAS CONVERGING WITH ACR ON FINAL AT OUTER MARKER. CTLR ADVISED COMMUTER OF INCORRECT HDG AND ISSUED ACR TFC ON FINAL. COMMUTER SAW TFC AND WAS INSTRUCTED TO MAINTAIN VISUAL SEPARATION. COMMUTER ADVISED CTLR HE READ BACK THE HDG WHICH CAUSED THE CONFLICTION BUT CTLR DID NOT HEAR THE READBACK. TAPE WAS NOT PULLED. VISUAL SEPARATION WAS APPLIED BEFORE STANDARD SEPARATION WAS LOST.
