Narrative:
Flying small aircraft X to northeast phl for landing. Notified by phl approach that field closed for emergency. Contacted tower--same report. Advised tower that I would fly up delaware river. Many planes calling tower. Many targets. Tower then cleared me to turn into runway 24. Other traffic ahead--1 or 2 ahead of me. I saw a blue, low wing plane which appeared to be an small aircraft Y, climbing and turning right off my right hand side. I continued approach and landed with tower approval.

Narrative: FLYING SMA X TO NE PHL FOR LNDG. NOTIFIED BY PHL APCH THAT FIELD CLOSED FOR EMER. CONTACTED TWR--SAME RPT. ADVISED TWR THAT I WOULD FLY UP DELAWARE RIVER. MANY PLANES CALLING TWR.
