Narrative:
I was southbound at 2800', VFR, when a single engine, low wing plane crossed under me 200' or 300' below and slightly after, heading westbound. I did not see him, even though the WX was clear, until, out of my peripheral vision, I saw him on my left pass below me, slightly aft. My left wing may have obstructed him from my view, as he got close since he was on my left below me. Chain of events: how problem arose: other plane not altering course for a converging plane (me) on his right, which had the right of way. (I would have been on his right as we converged, me southbound, him westbound). Contributing factors: his position could have been hidden by my left low wing, as he got close, because he was below me. How discovered: out of my peripheral vision, on my left, as he passed below me slightly aft, heading west. Corrective action: there was not time to react at that point nor was any action required to avoid a collision at that point. Human considerations: perceptions, judgements, decision: him not altering course to another plane (me) who had the right of way. Actions or inactions: same as above. Other factors: lack of vigilance on his part and possibility of his position hidden from me by my left wing.

Title: PLT OF SMA REPORTS NMAC WITH ANOTHER SMA ON A CONVERGING COURSE IN VMC CONDITIONS SOUTH OF 1N7 ARPT.
Narrative: I WAS SBND AT 2800', VFR, WHEN A SINGLE ENG, LOW WING PLANE CROSSED UNDER ME 200' OR 300' BELOW AND SLIGHTLY AFTER, HDG WBND. I DID NOT SEE HIM, EVEN THOUGH THE WX WAS CLR, UNTIL, OUT OF MY PERIPHERAL VISION, I SAW HIM ON MY LEFT PASS BELOW ME, SLIGHTLY AFT. MY LEFT WING MAY HAVE OBSTRUCTED HIM FROM MY VIEW, AS HE GOT CLOSE SINCE HE WAS ON MY LEFT BELOW ME. CHAIN OF EVENTS: HOW PROB AROSE: OTHER PLANE NOT ALTERING COURSE FOR A CONVERGING PLANE (ME) ON HIS RIGHT, WHICH HAD THE RIGHT OF WAY.
