Narrative:

En route from houston intercontinental to houston hobby (approximately 9 min flying time) on a ferry flight. First officer was flying. As soon as we leveled off at 5000 MSL I told the first officer that he 'had' the radios and I proceeded to run checklists and company calls, etc. I did the 'after takeoff' checklist, copied the ATIS, and gave that information to the first officer, then called company at intercontinental and gave our 'off' times. Did the 'descent' and 'in range' checklists, and called company at hobby with our ETA. I thought that I was monitoring the first officer fairly well during this time although I was not hearing his conversation with ATC. My VHF navigation was tuned to the hou VOR to give him bearing information from/to the airport since the VOR is on the field and I had given him the ILS frequency and inbound heading. I was just coming back on the radios with him when he called for landing gear down and the 'landing' checklist. Just as I was starting the checklist he asked me if I had the airport in sight. I did not and looked at his heading which was 150 degree (previously given to intercept the localizer 128 degree inbound) and his localizer was fully deflected to the left and no attempt was being made to correct toward it. He was descending on the glide slope with no idea of his position or heading relative to the runway. Approach control then asked if we saw the airport, I said 'no' and asked for a vector outside of the marker for another approach. Corrective measures: perhaps I should have flown because the leg was so short and required more planning. Perhaps I should have briefed him more before takeoff. I thought our pre takeoff discussion was adequate, and not having flown a leg that short before, I didn't realize how busy it would be. He had, apparently, either tuned the ILS after having crossed the localizer or flew through it without noticing and then failed to realize it was on the wrong side to intercept on a 150 degree heading.

I DID THE 'AFTER TKOF' CHECKLIST, COPIED THE ATIS, AND GAVE THAT INFO TO THE F/O, THEN CALLED COMPANY AT INTERCONTINENTAL AND GAVE OUR 'OFF' TIMES. DID THE 'DSCNT' AND 'IN RANGE' CHECKLISTS, AND CALLED COMPANY AT HOBBY WITH OUR ETA. I THOUGHT THAT I WAS MONITORING THE F/O FAIRLY WELL DURING THIS TIME ALTHOUGH I WAS NOT HEARING HIS CONVERSATION WITH ATC. MY VHF NAV WAS TUNED TO THE HOU VOR TO GIVE HIM BEARING INFO FROM/TO THE ARPT SINCE THE VOR IS ON THE FIELD AND I HAD GIVEN HIM THE ILS FREQ AND INBND HDG. I WAS JUST COMING BACK ON THE RADIOS WITH HIM WHEN HE CALLED FOR LNDG GEAR DOWN AND THE 'LNDG' CHECKLIST. JUST AS I WAS STARTING THE CHECKLIST HE ASKED ME IF I HAD THE ARPT IN SIGHT. I DID NOT AND LOOKED AT HIS HDG WHICH WAS 150 DEG (PREVIOUSLY GIVEN TO INTERCEPT THE LOC 128 DEG INBND) AND HIS LOC WAS FULLY DEFLECTED TO THE LEFT AND NO ATTEMPT WAS BEING MADE TO CORRECT TOWARD IT. HE WAS DSNDING ON THE GLIDE SLOPE WITH NO IDEA OF HIS POSITION OR HDG RELATIVE TO THE RWY. APCH CTL THEN ASKED IF WE SAW THE ARPT, I SAID 'NO' AND ASKED FOR A VECTOR OUTSIDE OF THE MARKER FOR ANOTHER APCH. CORRECTIVE MEASURES: PERHAPS I SHOULD HAVE FLOWN BECAUSE THE LEG WAS SO SHORT AND REQUIRED MORE PLANNING. PERHAPS I SHOULD HAVE BRIEFED HIM MORE BEFORE TKOF. I THOUGHT OUR PRE TKOF DISCUSSION WAS ADEQUATE, AND NOT HAVING FLOWN A LEG THAT SHORT BEFORE, I DIDN'T REALIZE HOW BUSY IT WOULD BE. HE HAD, APPARENTLY, EITHER TUNED THE ILS AFTER HAVING CROSSED THE LOC OR FLEW THROUGH IT WITHOUT NOTICING AND THEN FAILED TO REALIZE IT WAS ON THE WRONG SIDE TO INTERCEPT ON A 150 DEG HDG.
