Narrative:
Callback conversation with reporter revealed the following: reporter had forgotten to attach narrative and airport diagram which he had intended to include. Reporter gave years in ATC. Was just assuming local control position for midwatch. Sixth consecutive midnight shift. Small aircraft aircraft X was at intersection of taxiway north and runway 13/31 for intersection takeoff runway 31. Commuter Y was at taxiway G and runway 22 ready for takeoff. Small aircraft X was cleared for takeoff with left turn to heading 270 maintain 1400' until out of TCA. Aircraft Y was cleared for takeoff on runway 22. Small aircraft takeoff on runway 13 versus runway 31 (wrong direction) aircraft Y takeoff on runway 22. Small aircraft X passed behind aircraft Y at about same altitude and made left turn the long way around to heading 270 degree and out of TCA. Commuter Y made passing remark about close proximity of traffic, but did not pursue the issue. There was no facility report made.

Narrative: CALLBACK CONVERSATION WITH REPORTER REVEALED THE FOLLOWING: REPORTER HAD FORGOTTEN TO ATTACH NARRATIVE AND ARPT DIAGRAM WHICH HE HAD INTENDED TO INCLUDE. REPORTER GAVE YEARS IN ATC. WAS JUST ASSUMING LCL CTL POSITION FOR MIDWATCH. SIXTH CONSECUTIVE MIDNIGHT SHIFT. SMA ACFT X WAS AT INTXN OF TXWY N AND RWY 13/31 FOR INTXN TKOF RWY 31. COMMUTER Y WAS AT TXWY G AND RWY 22 READY FOR TKOF. SMA X WAS CLRED FOR TKOF WITH LEFT TURN TO HDG 270 MAINTAIN 1400' UNTIL OUT OF TCA. ACFT Y WAS CLRED FOR TKOF ON RWY 22. SMA TKOF ON RWY 13 VERSUS RWY 31 (WRONG DIRECTION) ACFT Y TKOF ON RWY 22. SMA X PASSED BEHIND ACFT Y AT ABOUT SAME ALT AND MADE LEFT TURN THE LONG WAY AROUND TO HDG 270 DEG AND OUT OF TCA. COMMUTER Y MADE PASSING REMARK ABOUT CLOSE PROX OF TFC, BUT DID NOT PURSUE THE ISSUE. THERE WAS NO FAC REPORT MADE.
