Narrative:
With a clearance to 9000' MSL and assigned airspeed of 320 KTS, the captain, flying the aircraft, misunderstood the assigned airspeed and slowed to 220 KTS. The first officer and myself (F/east) stated twice that the airspeed assigned was 320 KTS. After confirmation with ATC, the captain increased speed, but only to 270 claiming to the crew that he would have to slow soon anyway. Several aircraft behind had to slow or be given delaying vectors.

Title: PLT OF LGT DEVIATES FROM ATC ASSIGNED AIRSPEED WHILE ON STAR.
Narrative: WITH A CLRNC TO 9000' MSL AND ASSIGNED AIRSPEED OF 320 KTS, THE CAPT, FLYING THE ACFT, MISUNDERSTOOD THE ASSIGNED AIRSPEED AND SLOWED TO 220 KTS. THE F/O AND MYSELF (F/E) STATED TWICE THAT THE AIRSPEED ASSIGNED WAS 320 KTS. AFTER CONFIRMATION WITH ATC, THE CAPT INCREASED SPEED, BUT ONLY TO 270 CLAIMING TO THE CREW THAT HE WOULD HAVE TO SLOW SOON ANYWAY. SEVERAL ACFT BEHIND HAD TO SLOW OR BE GIVEN DELAYING VECTORS.
