Narrative:
Medium large transport X, ord to dca, 5/tue/89, pushed back 2 minutes early, was subsequently delayed at start of taxi due to late cancelled bags from medium large transport Y. Taxi commenced from B gates clockwise across bridge to wedge then down cargo taxiway to 22L. During taxi (sterile cockpit) a F/a chimed the cockpit. The aircraft was stopped and the page was answered. An aft cabin F/a had to leave her seat and ask a passenger to put his cellular telephone away. The passenger refused and advised that he was mr vip and he overruled the F/a's orders. The captain discussed the matter with the F/a involved. The flight operations manual page was sent back for mr vip to read, to see that he was violating FCC/far's. He complied but not until after the aircraft had been stopped and he was asked the second time. He remarked that he was calling the tower to see if the flight crew was intentionally delaying the flight. The flight was slow taxiing due to WX, reroute clrncs and associated ATC delays.

Title: PASSENGER'S USE OF CELLULAR PHONE CONFLICTS WITH AIRLINE POLICY.
Narrative: MLG X, ORD TO DCA, 5/TUE/89, PUSHED BACK 2 MINUTES EARLY, WAS SUBSEQUENTLY DELAYED AT START OF TAXI DUE TO LATE CANCELLED BAGS FROM MLG Y. TAXI COMMENCED FROM B GATES CLOCKWISE ACROSS BRIDGE TO WEDGE THEN DOWN CARGO TXWY TO 22L. DURING TAXI (STERILE COCKPIT) A F/A CHIMED THE COCKPIT. THE ACFT WAS STOPPED AND THE PAGE WAS ANSWERED. AN AFT CABIN F/A HAD TO LEAVE HER SEAT AND ASK A PAX TO PUT HIS CELLULAR TELEPHONE AWAY. THE PAX REFUSED AND ADVISED THAT HE WAS MR VIP AND HE OVERRULED THE F/A'S ORDERS. THE CAPT DISCUSSED THE MATTER WITH THE F/A INVOLVED. THE FLT OPS MANUAL PAGE WAS SENT BACK FOR MR VIP TO READ, TO SEE THAT HE WAS VIOLATING FCC/FAR'S. HE COMPLIED BUT NOT UNTIL AFTER THE ACFT HAD BEEN STOPPED AND HE WAS ASKED THE SECOND TIME. HE REMARKED THAT HE WAS CALLING THE TWR TO SEE IF THE FLT CREW WAS INTENTIONALLY DELAYING THE FLT. THE FLT WAS SLOW TAXIING DUE TO WX, REROUTE CLRNCS AND ASSOCIATED ATC DELAYS.
