Narrative:
Houses are too close to approach end of runway 23. Unable to effectively train, use low apches without violating noise abatement procedures. A catch 22, airport was there first! Houses are then built close in towards runway. Then effort is to close airport. In this case, approach was low and I wouldn't want to live in the homes we passed over. Could have been higher but then maneuver could not be demonstrated properly to student.

Title: HELICOPTER ON TRAINING FLT 100 FEET OVER RESIDENCES.
Narrative: HOUSES ARE TOO CLOSE TO APCH END OF RWY 23. UNABLE TO EFFECTIVELY TRAIN, USE LOW APCHES WITHOUT VIOLATING NOISE ABATEMENT PROCS. A CATCH 22, ARPT WAS THERE FIRST! HOUSES ARE THEN BUILT CLOSE IN TOWARDS RWY. THEN EFFORT IS TO CLOSE ARPT. IN THIS CASE, APCH WAS LOW AND I WOULDN'T WANT TO LIVE IN THE HOMES WE PASSED OVER. COULD HAVE BEEN HIGHER BUT THEN MANEUVER COULD NOT BE DEMONSTRATED PROPERLY TO STUDENT.
