Narrative:
Takeoff from long beach, destination monterey, cruising 8500, transitioning the la TCA via the shoreline route, initially at 6000, then to 6500. At the north end of the shoreline route I was told to squawk 1200 and resume own navigation (I was still in the TCA). I confirmed 1200 and requested frequency for flight following. I was given the frequency for magu approach. I checked in with magu approach at approximately 28 mi east of vtu at 6500 and climbing to 8500. Mugu noted that I was still in the TCA and I informed him that la departure had just released me. Approximately 2 mi later magu informed me of a traffic conflict, widebody transport 9 O'clock, climbing, approaching altitude. I informed magu that I was turning right and descending. Magu handed me back to la departure. Recommendation: either la departure should not have released me to resume own navigation or should have given me an altitude restriction. I believe la assumed that I was going to stay at 6500' even though I informed them of my intended cruise altitude of 8500'.

Title: VFR ACFT CLIMBED FROM ASSIGNED ALT WHILE IN A TCA. EVASIVE ACTION WAS TAKEN TO AVOID CONFLICT WITH ACR ACFT. PLT DEVIATION.
Narrative: TKOF FROM LONG BEACH, DEST MONTEREY, CRUISING 8500, TRANSITIONING THE LA TCA VIA THE SHORELINE ROUTE, INITIALLY AT 6000, THEN TO 6500. AT THE N END OF THE SHORELINE ROUTE I WAS TOLD TO SQUAWK 1200 AND RESUME OWN NAVIGATION (I WAS STILL IN THE TCA). I CONFIRMED 1200 AND REQUESTED FREQ FOR FLT FOLLOWING. I WAS GIVEN THE FREQ FOR MAGU APCH. I CHECKED IN WITH MAGU APCH AT APPROX 28 MI E OF VTU AT 6500 AND CLIMBING TO 8500. MUGU NOTED THAT I WAS STILL IN THE TCA AND I INFORMED HIM THAT LA DEP HAD JUST RELEASED ME. APPROX 2 MI LATER MAGU INFORMED ME OF A TFC CONFLICT, WDB 9 O'CLOCK, CLIMBING, APCHING ALT. I INFORMED MAGU THAT I WAS TURNING RIGHT AND DESCENDING. MAGU HANDED ME BACK TO LA DEP. RECOMMENDATION: EITHER LA DEP SHOULD NOT HAVE RELEASED ME TO RESUME OWN NAVIGATION OR SHOULD HAVE GIVEN ME AN ALT RESTRICTION. I BELIEVE LA ASSUMED THAT I WAS GOING TO STAY AT 6500' EVEN THOUGH I INFORMED THEM OF MY INTENDED CRUISE ALT OF 8500'.
