Narrative:
Called falcon tower 124.6. Asked for crossing east to west over airport at 3000 for scottsdale airport. Falcon replied 'all space above 3000 delegated to phoenix approach 124.1'. So we called phx approach. No response, and again approach ignored us. By now we are in falcon field airspace (5 SM 3000 AGL) without permission and phoenix approach will not acknowledge us. This happens on a regular basis. We continued on to scottsdale airport. I called falcon tower about this. If airspace within an air traffic area is delegated to a larger controling facility, that facility needs to respond to requests by little airplanes as well as big ones! I fly both kinds and, on a regular basis, have been ignored by phoenix approach (TRACON) when in small aircraft aircraft. Complaints to phoenix bring no results.

Title: PLT OF SMA ENROUTE SCOTTSDALE ARPT FLYING OVER FALCON ARPT ATTEMPTED TO CONTACT PHX TRACON BUT WAS UNABLE. SUBSEQUENTLY PENETRATED FALCON ATA WITHOUT ATC CLRNC.
Narrative: CALLED FALCON TWR 124.6. ASKED FOR XING EAST TO WEST OVER ARPT AT 3000 FOR SCOTTSDALE ARPT. FALCON REPLIED 'ALL SPACE ABOVE 3000 DELEGATED TO PHOENIX APCH 124.1'. SO WE CALLED PHX APCH. I FLY BOTH KINDS AND, ON A REGULAR BASIS, HAVE BEEN IGNORED BY PHOENIX APCH (TRACON) WHEN IN SMA ACFT. COMPLAINTS TO PHOENIX BRING NO RESULTS.
