Narrative:
En route to ord. Given descent to 10,000. Told to stop at 12,000 then instructed by center to fly immediate right 360. Thereafter informed that 'chicago was accepting no aircraft'. Given multiple headings, altitudes and holding instructions. No information available from center on probable length of delay. Elected to go to gyy. Last descent instruction was expedite from 6000 to 2500. Used spoilers. In rain and turbulence from thunderstorms entered VMC at 3000. During external scan and set up or instrument approach to gyy failed to arrest descent at 2500. Came down to 1900 while looking at and identifying an airport to our west. Returned to 2500 while being vectored for ILS to 30 at gyy. Established on approach and landed at gyy pilot's attention diverted from primary task by entering VMC and concern for external situation because of WX and airport and cross-checking approach set up. Of the 140 hours in type, total as PIC only approximately 25 hours since type rating in 4/89. We allowed ourselves to be rushed by center during the chaos of chicago shutting the door on all aircraft with no reason given.

Narrative: ENRTE TO ORD. GIVEN DSCNT TO 10,000. TOLD TO STOP AT 12,000 THEN INSTRUCTED BY CENTER TO FLY IMMEDIATE RIGHT 360. THEREAFTER INFORMED THAT 'CHICAGO WAS ACCEPTING NO ACFT'. GIVEN MULTIPLE HDGS, ALTS AND HOLDING INSTRUCTIONS. NO INFO AVAILABLE FROM CENTER ON PROBABLE LENGTH OF DELAY. ELECTED TO GO TO GYY. LAST DSCNT INSTRUCTION WAS EXPEDITE FROM 6000 TO 2500. USED SPOILERS. IN RAIN AND TURBULENCE FROM TSTMS ENTERED VMC AT 3000. DURING EXTERNAL SCAN AND SET UP OR INSTRUMENT APCH TO GYY FAILED TO ARREST DSCNT AT 2500. CAME DOWN TO 1900 WHILE LOOKING AT AND IDENTIFYING AN ARPT TO OUR WEST. RETURNED TO 2500 WHILE BEING VECTORED FOR ILS TO 30 AT GYY.
