Narrative:

Reporter departed tampa bay executive airport (X41) midday jun/thu/89, en route to st petersburg-clearwater international (pie), alone in small aircraft, departing runway 08 with a left turn out, climbing and turning to a southwesterly heading, leveling at 1900'. Communication and navigation equipment: LORAN, DME, WX radar, altimeter certified 2/xx/88. LORAN set simultaneously on tpa and pie #1 VOR and DME set on pie. Bearing and distance readouts operating on all sets. At 13 NM north of pie, reporter contacted st pete tower on 118.3 and advised of position (13 NM north) and intent to land pie. At this time LORAN showed distance to tpa as 11.1 NM. Tower advised reporter to enter left downwind for runway 09. Shortly thereafter, st pete tower advised reporter of ILS traffic underneath reporter at 1600'. Reporter climbed to 2000' and rocked wings in attempt to see ILS traffic. Unable. Reporter advised tower level at 2000'. Shortly thereafter tower advised reporter to land on 17L. Reporter requested clearance to continue to 09 and to land 09 long because reporter's destination was 'the lndgs' hangars on the east side of the field. Reporter cleared to land on 09 as requested and landed. After landing, reporter was advised by ground control that tampa arsa had called and said reporter had violated arsa. Reporter is filing this report because: 1) any violation of arsa, if such did in fact occur, was inadvertent. 2) any violation, in opinion of reporter was less than a mile on the western extremity of arsa, although reporter did not check LORAN during dialogue with st pete tower. 3) reporter was initially alert to existence and exact location of arsa until communication with st pete tower and thereafter reporter's attention was diverted by checking for reported traffic and instructions and clrncs regarding landing runway. Callback conversation with reporter revealed the following: reporter states use of LORAN to keep bearing and distance from tpa arsa. Would normally have started descent sooner. When traffic called and not in sight he now knows made wrong decision to climb. Should have probably turned west to remain away from arsa. Definitely an inadvertent entry into airspace.

Narrative: REPORTER DEPARTED TAMPA BAY EXECUTIVE ARPT (X41) MIDDAY JUN/THU/89, ENRTE TO ST PETERSBURG-CLEARWATER INTERNATIONAL (PIE), ALONE IN SMA, DEPARTING RWY 08 WITH A LEFT TURN OUT, CLIMBING AND TURNING TO A SOUTHWESTERLY HDG, LEVELING AT 1900'. COM AND NAV EQUIPMENT: LORAN, DME, WX RADAR, ALTIMETER CERTIFIED 2/XX/88. LORAN SET SIMULTANEOUSLY ON TPA AND PIE #1 VOR AND DME SET ON PIE. BEARING AND DISTANCE READOUTS OPERATING ON ALL SETS. REPORTER CLIMBED TO 2000' AND ROCKED WINGS IN ATTEMPT TO SEE ILS TFC. UNABLE. REPORTER ADVISED TWR LEVEL AT 2000'. SHORTLY THEREAFTER TWR ADVISED REPORTER TO LAND ON 17L. REPORTER REQUESTED CLRNC TO CONTINUE TO 09 AND TO LAND 09 LONG BECAUSE REPORTER'S DEST WAS 'THE LNDGS' HANGARS ON THE E SIDE OF THE FIELD. REPORTER CLRED TO LAND ON 09 AS REQUESTED AND LANDED. AFTER LNDG, REPORTER WAS ADVISED BY GND CTL THAT TAMPA ARSA HAD CALLED AND SAID REPORTER HAD VIOLATED ARSA. REPORTER IS FILING THIS REPORT BECAUSE: 1) ANY VIOLATION OF ARSA, IF SUCH DID IN FACT OCCUR, WAS INADVERTENT. 2) ANY VIOLATION, IN OPINION OF REPORTER WAS LESS THAN A MILE ON THE WESTERN EXTREMITY OF ARSA, ALTHOUGH REPORTER DID NOT CHECK LORAN DURING DIALOGUE WITH ST PETE TWR. 3) REPORTER WAS INITIALLY ALERT TO EXISTENCE AND EXACT LOCATION OF ARSA UNTIL COM WITH ST PETE TWR AND THEREAFTER REPORTER'S ATTN WAS DIVERTED BY CHECKING FOR REPORTED TFC AND INSTRUCTIONS AND CLRNCS REGARDING LNDG RWY. CALLBACK CONVERSATION WITH REPORTER REVEALED THE FOLLOWING: REPORTER STATES USE OF LORAN TO KEEP BEARING AND DISTANCE FROM TPA ARSA. WOULD NORMALLY HAVE STARTED DESCENT SOONER. WHEN TFC CALLED AND NOT IN SIGHT HE NOW KNOWS MADE WRONG DECISION TO CLIMB. SHOULD HAVE PROBABLY TURNED W TO REMAIN AWAY FROM ARSA. DEFINITELY AN INADVERTENT ENTRY INTO AIRSPACE.
