Narrative:
Small transport X was 1 mi south of flory outer marker on the ILS approach to runway 35. MTR Y was IFR inbound and was supposed to be on a visual approach from the northwest. MTR Y called passing the outer marker on approach to runway 35. I advised small transport X about MTR Y and he mentioned the aircraft flying over top of him. Asked ZKC about the situation on why MTR Y showed up south of the field when they only told us he was inbound from the northwest. ZKC said that MTR Y was on the 23 DME arc for the ILS to runway 35L. ZKC never notified us of the change on the approach. Also ZKC was notified of small transport X south of the field on practice ILS approach, and they mentioned that they had small transport X on radar.

Narrative: SMT X WAS 1 MI S OF FLORY OUTER MARKER ON THE ILS APCH TO RWY 35. MTR Y WAS IFR INBND AND WAS SUPPOSED TO BE ON A VISUAL APCH FROM THE NW.
