Narrative:
The frequency, 128.55, in the vicinity of dri was poor for low altitudes. Small transport X called me off dri requesting clearance to ads. He could not hear my first response. When I did clear him, I had forgotten the hotrock low MOA was active 3000 and below. Due to other traffic, I cleared him to maintain 3000 and the route took him directly through the hotrock low MOA. As soon as I realized it, I issued a clearance to climb to 4000 and a heading out of the MOA.

Title: POP UP SMT WAS INADVERTENTLY CLEARED THROUGH RESTRICTED AIRSPACE.
Narrative: THE FREQ, 128.55, IN THE VICINITY OF DRI WAS POOR FOR LOW ALTS. SMT X CALLED ME OFF DRI REQUESTING CLRNC TO ADS. HE COULD NOT HEAR MY FIRST RESPONSE. WHEN I DID CLEAR HIM, I HAD FORGOTTEN THE HOTROCK LOW MOA WAS ACTIVE 3000 AND BELOW. DUE TO OTHER TFC, I CLRED HIM TO MAINTAIN 3000 AND THE ROUTE TOOK HIM DIRECTLY THROUGH THE HOTROCK LOW MOA. AS SOON AS I REALIZED IT, I ISSUED A CLRNC TO CLIMB TO 4000 AND A HDG OUT OF THE MOA.
