Narrative:
Talking to phl departure we were cleared from 5000' to 10,000'. On second call we were cleared to a 090 degree heading to intercept the cyn 274 degree and climb and maintain 15,000'. I replied 'cleared to 15,000' left to 090 degree to join the cyn 274 degree radial.' (no reply or 'roger'.) we were then cleared to a 080 degree heading and turned over to ny to which I replied 080 degree and ny center on 132.95. 'Roger'. I called ny center 'out of 8800 for 15,000'. Ny center replied 'roger'. As we climbed out of 11,000' we were called traffic at 2 O'clock at 13,000 descending to 11,000'. We quickly looked out and I saw the aircraft replying 'aircraft in sight' at which time the controller said to descend to 10,000' immediately. We replied 'descending to 10,000 with the traffic in sight.' the center then asked us our assigned altitude to which I replied we were assigned 15,000' from phl departure. No further comment was made. I believe that after me stating that I/we were climbing to 15,000' twice, once to phl departure and again to ny center with neither one replying anything otherwise, it was impossible to think that we cleared to anything other than 15,000'.
Original NASA ASRS Text
Title: CLEARED TO CLIMB TO 15,000' BY TRACON AND CENTER. READ BACK TO BOTH AND CONTINUED TO CLIMB. TRAFFIC CALLED, THEN TOLD 'IMMEDIATE' DESCENT TO 10,000'. QUESTIONED REGARDING ASSIGNED ALT.
Narrative: TALKING TO PHL DEP WE WERE CLRED FROM 5000' TO 10,000'. ON SECOND CALL WE WERE CLRED TO A 090 DEG HDG TO INTERCEPT THE CYN 274 DEG AND CLIMB AND MAINTAIN 15,000'. I REPLIED 'CLRED TO 15,000' LEFT TO 090 DEG TO JOIN THE CYN 274 DEG RADIAL.' (NO REPLY OR 'ROGER'.) WE WERE THEN CLRED TO A 080 DEG HDG AND TURNED OVER TO NY TO WHICH I REPLIED 080 DEG AND NY CENTER ON 132.95. 'ROGER'. I CALLED NY CENTER 'OUT OF 8800 FOR 15,000'. NY CENTER REPLIED 'ROGER'. AS WE CLIMBED OUT OF 11,000' WE WERE CALLED TFC AT 2 O'CLOCK AT 13,000 DESCENDING TO 11,000'. WE QUICKLY LOOKED OUT AND I SAW THE ACFT REPLYING 'ACFT IN SIGHT' AT WHICH TIME THE CTLR SAID TO DSND TO 10,000' IMMEDIATELY. WE REPLIED 'DESCENDING TO 10,000 WITH THE TFC IN SIGHT.' THE CENTER THEN ASKED US OUR ASSIGNED ALT TO WHICH I REPLIED WE WERE ASSIGNED 15,000' FROM PHL DEP. NO FURTHER COMMENT WAS MADE. I BELIEVE THAT AFTER ME STATING THAT I/WE WERE CLIMBING TO 15,000' TWICE, ONCE TO PHL DEP AND AGAIN TO NY CENTER WITH NEITHER ONE REPLYING ANYTHING OTHERWISE, IT WAS IMPOSSIBLE TO THINK THAT WE CLRED TO ANYTHING OTHER THAN 15,000'.
