Narrative:

ZNY issued clearance to descend so as to cross 10 mi north of avp at 10,000'. As we were descending through approximately 10,700' center said to maintain 12,000. We began a climb and told center we were cleared to 10,000. (That is what we read back.) he said to now maintain 11,000, which we did. Both the captain (who took the clearance and read back 10,000) and I had 10,000 written down and we are also sure he read back 10,000 in accepting the clearance. If there was a miscopied clearance, the controller should have picked up the incorrect readback. I've noticed frequently lately that controllers are not listening well to readbacks.

Title: OPERATIONAL DEVIATION. CTLR ISSUED 2 DIFFERENT CLRNCS OR FLT CREW TOTALLY MISINTERPRETED CLRNC. CTLR DID NOT MONITOR FLT CREW READBACK.

Narrative: ZNY ISSUED CLRNC TO DSND SO AS TO CROSS 10 MI N OF AVP AT 10,000'. AS WE WERE DESCENDING THROUGH APPROX 10,700' CENTER SAID TO MAINTAIN 12,000. WE BEGAN A CLIMB AND TOLD CENTER WE WERE CLRED TO 10,000. (THAT IS WHAT WE READ BACK.) HE SAID TO NOW MAINTAIN 11,000, WHICH WE DID. BOTH THE CAPT (WHO TOOK THE CLRNC AND READ BACK 10,000) AND I HAD 10,000 WRITTEN DOWN AND WE ARE ALSO SURE HE READ BACK 10,000 IN ACCEPTING THE CLRNC. IF THERE WAS A MISCOPIED CLRNC, THE CTLR SHOULD HAVE PICKED UP THE INCORRECT READBACK. I'VE NOTICED FREQUENTLY LATELY THAT CTLRS ARE NOT LISTENING WELL TO READBACKS.
