Narrative:
Air carrier X departed runway 27L. An small aircraft Y had called 15 mi west 5 min before and was told to enter left downwind, runway 27L. Prior to takeoff clearance for air carrier X, small aircraft Y had been told to remain south of the departure corridor for runway 27L, and that air carrier traffic will be departing. Approximately 30 seconds after air carrier X departed, small aircraft Y called crossing the interstate highway which is 3 mi west of the airport and runs n-s. Air carrier X called back 3-5 mins later and said that he passed over a small aircraft, opposite direction, at 700' and said that he was climbing to 1000' and that small aircraft Y looked like it was going to land on runway 9R. There was approximately 300' separation between aircraft. I was busy working ground control but was trying to keep up with the situation on local control. I got a lot of this information from reviewing the tape. I believe this situation resulted from the local controller not ensuring visually that the departure corridor was clear and was trusting a pilot who was unfamiliar with the area to enter the pattern correctly.

Title: ACR REPORTED A CONFLICTION ON DEP WITH AN ARRIVING SMA.
Narrative: ACR X DEPARTED RWY 27L. AN SMA Y HAD CALLED 15 MI W 5 MIN BEFORE AND WAS TOLD TO ENTER LEFT DOWNWIND, RWY 27L. PRIOR TO TKOF CLRNC FOR ACR X, SMA Y HAD BEEN TOLD TO REMAIN S OF THE DEP CORRIDOR FOR RWY 27L, AND THAT ACR TFC WILL BE DEPARTING. APPROX 30 SECONDS AFTER ACR X DEPARTED, SMA Y CALLED XING THE INTERSTATE HWY WHICH IS 3 MI W OF THE ARPT AND RUNS N-S. ACR X CALLED BACK 3-5 MINS LATER AND SAID THAT HE PASSED OVER A SMALL ACFT, OPPOSITE DIRECTION, AT 700' AND SAID THAT HE WAS CLIMBING TO 1000' AND THAT SMA Y LOOKED LIKE IT WAS GOING TO LAND ON RWY 9R. THERE WAS APPROX 300' SEPARATION BETWEEN ACFT. I WAS BUSY WORKING GND CTL BUT WAS TRYING TO KEEP UP WITH THE SITUATION ON LCL CTL. I GOT A LOT OF THIS INFO FROM REVIEWING THE TAPE. I BELIEVE THIS SITUATION RESULTED FROM THE LCL CTLR NOT ENSURING VISUALLY THAT THE DEP CORRIDOR WAS CLEAR AND WAS TRUSTING A PLT WHO WAS UNFAMILIAR WITH THE AREA TO ENTER THE PATTERN CORRECTLY.
