Narrative:

Departing eka on an IFR flight plan, far part 135, I had estimated a ceiling of 1500' and 5 mi visibility (by reference to the hills toward the east). Arcata reported clear and visibility unrestricted. On departure towards the west, I entered the clouds 200' MSL due to an offshore fog bank not visible from the ground (it was night). Since eka doesn't have approved WX, part 135 doesn't allow IFR departures. My plan had been to remain VFR until controled airspace. Therefore, I inadvertently busted far 135 regulations.

Title: PLT DEPARTING UNCONTROLLED ARPT AT NIGHT UNDER FEDERAL AVIATION REG PART 135 ENCOUNTERS CLOUD BELOW LEGAL LIMIT.

Narrative: DEPARTING EKA ON AN IFR FLT PLAN, FAR PART 135, I HAD ESTIMATED A CEILING OF 1500' AND 5 MI VISIBILITY (BY REFERENCE TO THE HILLS TOWARD THE EAST). SINCE EKA DOESN'T HAVE APPROVED WX, PART 135 DOESN'T ALLOW IFR DEPS. MY PLAN HAD BEEN TO REMAIN VFR UNTIL CTLED AIRSPACE. THEREFORE, I INADVERTENTLY BUSTED FAR 135 REGS.
