Narrative:
This problem is relative to airspace confign at albany approach control. Recently alb adopted a new 4 sector (scope) confign. However due to the fact that there are not enough controllers to staff this confign all the time, it becomes necessary to combine the west feeder position with departure control. In mod traffic this creates an unsafe operation condition and often runs into overload situations for the person working these sectors combined. Because of the odd shape of the resulting airspace it is difficult to monitor the far east portion resulting in frequent interfacility airspace violations. Repeated overtures to management concerning this has produced no results or changes.

Title: UNABLE TO MAN NEWLY ESTABLISHED POSITIONS DUE TO INADEQUATE STAFFING.
Narrative: THIS PROBLEM IS RELATIVE TO AIRSPACE CONFIGN AT ALBANY APCH CTL. RECENTLY ALB ADOPTED A NEW 4 SECTOR (SCOPE) CONFIGN. HOWEVER DUE TO THE FACT THAT THERE ARE NOT ENOUGH CTLRS TO STAFF THIS CONFIGN ALL THE TIME, IT BECOMES NECESSARY TO COMBINE THE WEST FEEDER POSITION WITH DEP CTL. IN MOD TFC THIS CREATES AN UNSAFE OPERATION CONDITION AND OFTEN RUNS INTO OVERLOAD SITUATIONS FOR THE PERSON WORKING THESE SECTORS COMBINED. BECAUSE OF THE ODD SHAPE OF THE RESULTING AIRSPACE IT IS DIFFICULT TO MONITOR THE FAR EAST PORTION RESULTING IN FREQUENT INTERFACILITY AIRSPACE VIOLATIONS. REPEATED OVERTURES TO MGMNT CONCERNING THIS HAS PRODUCED NO RESULTS OR CHANGES.
