Narrative:
Balked landing due to windshear. Vectors out of aspen valley with clearance to climb to 16;000. Vectored into traffic on approach and terrain. Flying pilot exceeded cleared altitude three times. ATC attempted to stop climb at 13;000 but we were already above that altitude. Subsequently given 16;000 and then 17;000; each of which the pilot flying exceeded. RA [TCAS resolution advisory] was due to poor vectors as was ground proximity warning.
