Narrative:

Cleared for takeoff by kphl tower on runway 09L when visibility reported by ATIS 1/8 mi. I did not realize that 09L at kphl had no transmissometers and requires 1/4 mi visibility. Actual visibility on runway was between 3500-4000' (using runway remaining markers). RVR reported by tower to landing aircraft on 09R to be 3500-4000'. Since we had been cleared by tower for takeoff, I did not question their call, not realizing that no transmissometers were installed on 09L. I believe controllers should be brought into the loop on takeoff mins especially in situations when 2 parallel runways exist and only one has appropriate equipment for low visibility takeoff. Supplemental information from acn 114407: I then asked the captain (it was his leg) if he wanted me to check to see if we were legal for 9L. He said no, he 'could see 3000'.'

I BELIEVE CTLRS SHOULD BE BROUGHT INTO THE LOOP ON TKOF MINS ESPECIALLY IN SITUATIONS WHEN 2 PARALLEL RWYS EXIST AND ONLY ONE HAS APPROPRIATE EQUIPMENT FOR LOW VISIBILITY TKOF. SUPPLEMENTAL INFORMATION FROM ACN 114407: I THEN ASKED THE CAPT (IT WAS HIS LEG) IF HE WANTED ME TO CHECK TO SEE IF WE WERE LEGAL FOR 9L. HE SAID NO, HE 'COULD SEE 3000'.'
