Narrative:

Situation occurred due to complex busy session on departure position. Small aircraft X off pae to mfr climbing to 9000, and small aircraft Y to XXX at 6000 came close to each other over kitsap. I anticipated small aircraft X would be well above small aircraft Y's altitude when they passed. He wasn't. During this sequence I was also involved with a flight check aircraft which had just been involved in a near miss with an air carrier prior to my taking position. He was now wbound VFR off seatac and about to be involved in another near miss with a VFR aircraft. Both outside TCA. I issued a lower altitude to flight check so he would miss that traffic which he didn't see. All of this occurred along with the normal departures of seatac and bfi. My attention was focused on flight check and his previous and current problems. The small aircraft X didn't climb as fast as I felt he would. All of these factors combined created a complex situation. When the problem occurred I immediately issued traffic to both aircraft involved. Small aircraft X advised he had visual on small aircraft Y when they were about a mile apart. I recall turning one of the aircraft to avoid conflict. Prevent problem: keep flight check away from airport when flow is opposite of what he wants. Should have stopped small aircraft X below small aircraft Y.

Title: SMA WAS ISSUED A CLIMB THROUGH THE ALT OF ANOTHER ACFT, RESULTING IN LESS THAN STANDARD SEPARATION.

Narrative: SITUATION OCCURRED DUE TO COMPLEX BUSY SESSION ON DEP POSITION. SMA X OFF PAE TO MFR CLIMBING TO 9000, AND SMA Y TO XXX AT 6000 CAME CLOSE TO EACH OTHER OVER KITSAP. I ANTICIPATED SMA X WOULD BE WELL ABOVE SMA Y'S ALT WHEN THEY PASSED. HE WASN'T. DURING THIS SEQUENCE I WAS ALSO INVOLVED WITH A FLT CHECK ACFT WHICH HAD JUST BEEN INVOLVED IN A NEAR MISS WITH AN ACR PRIOR TO MY TAKING POSITION. HE WAS NOW WBOUND VFR OFF SEATAC AND ABOUT TO BE INVOLVED IN ANOTHER NEAR MISS WITH A VFR ACFT. BOTH OUTSIDE TCA. I ISSUED A LOWER ALT TO FLT CHECK SO HE WOULD MISS THAT TFC WHICH HE DIDN'T SEE. ALL OF THIS OCCURRED ALONG WITH THE NORMAL DEPS OF SEATAC AND BFI. MY ATTN WAS FOCUSED ON FLT CHECK AND HIS PREVIOUS AND CURRENT PROBLEMS. THE SMA X DIDN'T CLIMB AS FAST AS I FELT HE WOULD. ALL OF THESE FACTORS COMBINED CREATED A COMPLEX SITUATION. WHEN THE PROBLEM OCCURRED I IMMEDIATELY ISSUED TFC TO BOTH ACFT INVOLVED. SMA X ADVISED HE HAD VISUAL ON SMA Y WHEN THEY WERE ABOUT A MILE APART. I RECALL TURNING ONE OF THE ACFT TO AVOID CONFLICT. PREVENT PROBLEM: KEEP FLT CHECK AWAY FROM ARPT WHEN FLOW IS OPPOSITE OF WHAT HE WANTS. SHOULD HAVE STOPPED SMA X BELOW SMA Y.
