Narrative:

Air carrier 1 and air carrier 2 and it seems some air carrier 3 crews are starting to turn on their strobe/hi-intensity lights prior to taking the runway and/or cleared for takeoff. In daylight this is not 'too' bad, but at night and in foggy conditions I find this an unacceptable annoyance, blinding my crew unnecessarily just prior to my taking off. Have them turn them on when they are airborne! Scatter is a real problem during an approach, but most of it is due to slightly over eager flight engineer's and in 2-MAN aircraft first officer's! Please get the word out not to turn these or any other bright lights on, on the ground!

Narrative: ACR 1 AND ACR 2 AND IT SEEMS SOME ACR 3 CREWS ARE STARTING TO TURN ON THEIR STROBE/HI-INTENSITY LIGHTS PRIOR TO TAKING THE RWY AND/OR CLRED FOR TKOF. HAVE THEM TURN THEM ON WHEN THEY ARE AIRBORNE! SCATTER IS A REAL PROB DURING AN APCH, BUT MOST OF IT IS DUE TO SLIGHTLY OVER EAGER FE'S AND IN 2-MAN ACFT FO'S! PLEASE GET THE WORD OUT NOT TO TURN THESE OR ANY OTHER BRIGHT LIGHTS ON, ON THE GND!
