Narrative:
On jul/xa/08; I was working the 'high side' final position. We were using runway 36C/left/right. We had a big inbound push. WX was 05OVC with good visibility underneath. In this confign; we must have 3 finals; 3 local position in the tower and 3 monitors to run simultaneous triple ILS's. I worked about 15 aircraft. All of them; except for two; missed the crossing altitude as I stated (critr at or above 70). The GS crosses critr at about 6700 ft. This is a known problem; and one we idented as being needed to fix 10 months ago. No fix has been done. It took an operational error to bring this situation to light. Although today's operation didn't lead to any operrors; the FAA's inaction will cause others. It's not a matter of 'if;' but a matter of 'when.'

Title: CVG CTLR EXPRESSED CONCERN REGARDING FLT CREW'S NON COMPLIANCE WITH ATC ISSUED CROSSING ALT DURING TRIPLE ILS SIMULTANEOUS APCH PROCS.

ALL OF THEM; EXCEPT FOR TWO; MISSED THE XING ALT AS I STATED (CRITR AT OR ABOVE 70). THE GS CROSSES CRITR AT ABOUT 6700 FT. THIS IS A KNOWN PROB; AND ONE WE IDENTED AS BEING NEEDED TO FIX 10 MONTHS AGO. NO FIX HAS BEEN DONE. IT TOOK AN OPERROR TO BRING THIS SITUATION TO LIGHT.
