Narrative:

I started working at XA30CL; we were already working a SAPR2 operation. This procedure forces all phl arrs in and out of the class B. The requirement is then put on the controller to ensure the aircraft knows of this unsafe situation; but; has no method to contain these aircraft within the class B. The airspace has many VFR aircraft operating just below the floor of the class B airspace. These VFR aircraft do not need to talk to ATC and do pose a safety issue for IFR arrs into phl. The FAA is aware that this situation exists at ZZZ and as of yet; has taken no action to revise this procedure. I believe that this situation is unsafe and in direct violation of 7110.65 7-9-3.

Title: PHL CTLR EXPRESSED CONCERN REGARDING THE SIMULTANEOUS APCH PARALLEL RWY'S (SAPRS-2) PROC THAT FORCES ACFT OUT OF CLASS B DURING VECTORS.

THE AIRSPACE HAS MANY VFR ACFT OPERATING JUST BELOW THE FLOOR OF THE CLASS B AIRSPACE. THESE VFR ACFT DO NOT NEED TO TALK TO ATC AND DO POSE A SAFETY ISSUE FOR IFR ARRS INTO PHL. THE FAA IS AWARE THAT THIS SIT EXISTS AT ZZZ AND AS OF YET; HAS TAKEN NO ACTION TO REVISE THIS PROC. I BELIEVE THAT THIS SIT IS UNSAFE AND IN DIRECT VIOLATION OF 7110.65 7-9-3.
