Narrative:
I am an air traffic controller who was working ground control. Air carrier X landed runway 13L, and was turning off the runway at taxiway east. As is the usual procedure, the aircraft was instructed by local controller to taxi 'right on the outer and contact ground.' at the same time, air carrier Y was taxiing on the outer taxiway, in the vicinity of 'east,' and in the same direction as the arrival was heading. Visibility was very restr, and the airport surface was not visible from the tower, requiring the use of asde to observe surface traffic. Initially, I did not anticipate the arrival turning off at 'east' (if I had, I would have instructed the taxiing air carrier Y to give way at 'east'). As the arrival turned off the runway, I observed air carrier Y on the asde appear to taxi past the intersection, in what appeared to me to be ahead of air carrier X. Air carrier X complained that the reduced visibility made it difficult to see what they saw as a potential taxiing collision.

Title: AFTER LNDG AND TURNING OFF THE RWY, AN ACR COMPLAINED ABOUT ANOTHER ACFT TAXIING IN FRONT OF HIM.
Narrative: I AM AN AIR TFC CTLR WHO WAS WORKING GND CTL. ACR X LANDED RWY 13L, AND WAS TURNING OFF THE RWY AT TXWY E. AS IS THE USUAL PROC, THE ACFT WAS INSTRUCTED BY LCL CTLR TO TAXI 'RIGHT ON THE OUTER AND CONTACT GND.' AT THE SAME TIME, ACR Y WAS TAXIING ON THE OUTER TXWY, IN THE VICINITY OF 'E,' AND IN THE SAME DIRECTION AS THE ARR WAS HDG. VISIBILITY WAS VERY RESTR, AND THE ARPT SURFACE WAS NOT VISIBLE FROM THE TWR, REQUIRING THE USE OF ASDE TO OBSERVE SURFACE TFC. INITIALLY, I DID NOT ANTICIPATE THE ARR TURNING OFF AT 'E' (IF I HAD, I WOULD HAVE INSTRUCTED THE TAXIING ACR Y TO GIVE WAY AT 'E'). AS THE ARR TURNED OFF THE RWY, I OBSERVED ACR Y ON THE ASDE APPEAR TO TAXI PAST THE INTXN, IN WHAT APPEARED TO ME TO BE AHEAD OF ACR X. ACR X COMPLAINED THAT THE REDUCED VISIBILITY MADE IT DIFFICULT TO SEE WHAT THEY SAW AS A POTENTIAL TAXIING COLLISION.
