Narrative:
Switch panel and intercom failed during approach phase of flight. Received descent and heading to intercept, but transmission was broken. First officer (flying pilot) did not hear entire transmission. With hand signals I relayed clearance to first officer. While trying to troubleshoot communication problem, we went through the localizer, approach control questioned our actions, at which time I took control and returning aircraft for intercepting ILS. Upon switching to tower frequency no response till second call was made.

Title: FLT CREW OF COMMUTER ACFT HAS COM PROBLEM ON INSTRUMENT APCH, SUBSEQUENTLY HAS TRACKING PROBLEM WHILE ON ILS DUE PREOCCUPATION WITH TROUBLESHOOTING.
Narrative: SWITCH PANEL AND INTERCOM FAILED DURING APCH PHASE OF FLT. RECEIVED DSCNT AND HDG TO INTERCEPT, BUT XMISSION WAS BROKEN. F/O (FLYING PLT) DID NOT HEAR ENTIRE XMISSION. WITH HAND SIGNALS I RELAYED CLRNC TO F/O. WHILE TRYING TO TROUBLESHOOT COM PROBLEM, WE WENT THROUGH THE LOC, APCH CTL QUESTIONED OUR ACTIONS, AT WHICH TIME I TOOK CONTROL AND RETURNING ACFT FOR INTERCEPTING ILS. UPON SWITCHING TO TWR FREQ NO RESPONSE TILL SECOND CALL WAS MADE.
