Narrative:
Air carrier X landed 22L without clearance, while rolling to end of runway he contacted tower. He was advised to turn right at the end, hold short of runway 13R and remain on tower frequency. After acknowledgement an air carrier Y was cleared for takeoff on runway 13R. After a short time (30-60 seconds) the air carrier X asked what his status was. He was taxiing on runway 13R nwbnd without authorization. The air carrier Y was airborne and southbound.

Title: ACR X TAXIED ONTO AN ACTIVE RWY WHILE ACR Y WAS DEPARTING. ACR X HAD BEEN INSTRUCTED TO HOLD SHORT OF THE RWY BY ATC. PLT DEVIATION.
Narrative: ACR X LANDED 22L WITHOUT CLRNC, WHILE ROLLING TO END OF RWY HE CONTACTED TWR. HE WAS ADVISED TO TURN RIGHT AT THE END, HOLD SHORT OF RWY 13R AND REMAIN ON TWR FREQ. AFTER ACKNOWLEDGEMENT AN ACR Y WAS CLRED FOR TKOF ON RWY 13R. AFTER A SHORT TIME (30-60 SECONDS) THE ACR X ASKED WHAT HIS STATUS WAS. HE WAS TAXIING ON RWY 13R NWBND WITHOUT AUTHORIZATION. THE ACR Y WAS AIRBORNE AND SBND.
