Narrative:
We were climbing out from chd and setting up an approach into cgz. The traffic alerting system was not working at the time. While setting up the GPS I looked up and saw another aircraft (a PA-44) over head less than 500 feet. By the time of recognition the PA-44 had already passed. There was no communication between the two aircraft. Aircraft 2 was inbound to chd and in a descent.

Title: An instructor pilot aboard a PA-28 suffered an NMAC with an inbound PA-44 while departing CHD to the south.
