Narrative:
Approaching sfo on quiet bridge visual, received clearance to intercept 095 degree radial and descend to 7000'. Checked in on second approach control frequency out of 7300 for 7000. We were told to climb immediately to 8000, traffic 12 O'clock at 7000. We had visual contact with the light transport Y the entire time. Telephoned facility supervisor and he said controller mistakenly thought a clearance to 9000' had been issued.
