Narrative:
Airport very busy with local VFR traffic much radio conflict for instructions given by osu tower. Takeoff clearance was turn left heading 050 degree. Did a normal takeoff, turned to assigned heading and because of high level of radio traffic on osu tower commented to first officer when leveling at 3000' that we should probably just go to departure. Within 15 second of this comment osu tower said contact departure 124.2. We immediately did this and cmh departure was saying 'aircraft identification climb immediately to 4000'. I initiated a climb immediately. Cmh called out traffic to another aircraft with the traffic he referred to as us. And on a head on course to us I saw a military light transport and I took evasive action of pitch and right bank. Cmh commented on this, as well as the other aircraft, as well as us. Sounded like in reflection of the circumstances, a long delay in getting our takeoff clearance, and the high level of radio traffic on osu tower contributed to the conflict.

Title: CLOSE PROX CPR-LTT MIL-LTT NORTHEAST OF OSU ON RADAR VECTOR CLIMB.
Narrative: ARPT VERY BUSY WITH LOCAL VFR TFC MUCH RADIO CONFLICT FOR INSTRUCTIONS GIVEN BY OSU TWR. TKOF CLRNC WAS TURN LEFT HDG 050 DEG. DID A NORMAL TKOF, TURNED TO ASSIGNED HDG AND BECAUSE OF HIGH LEVEL OF RADIO TFC ON OSU TWR COMMENTED TO F/O WHEN LEVELING AT 3000' THAT WE SHOULD PROBABLY JUST GO TO DEP. WITHIN 15 SEC OF THIS COMMENT OSU TWR SAID CONTACT DEP 124.2. WE IMMEDIATELY DID THIS AND CMH DEP WAS SAYING 'ACFT ID CLIMB IMMEDIATELY TO 4000'. I INITIATED A CLIMB IMMEDIATELY. CMH CALLED OUT TFC TO ANOTHER ACFT WITH THE TFC HE REFERRED TO AS US. AND ON A HEAD ON COURSE TO US I SAW A MIL LTT AND I TOOK EVASIVE ACTION OF PITCH AND RIGHT BANK. CMH COMMENTED ON THIS, AS WELL AS THE OTHER ACFT, AS WELL AS US.
