Narrative:
Between sept 87 and the present july 89, ypsilanti (michigan's willow run airport) has an ATIS automatic terminal information service which does not include temperature or dew point in its reports. A phone call to tower personnel 2 years ago revealed that NWS provides the instruments for tower to read and since there is no approved instruments for temperature available to them they cannot give us the temperature. They suggest getting the temperature from dtw (detroit metropolitan) some 15 or 20 mi away. As F/east it is my responsibility to obtain this information for the pilot's landing data. Often radio is not available to me for this purpose. The need for me to scan below 10,000' makes the task difficult. I recommend in the interest of safety that yip tower and/or NWS or whoever is responsible for providing the equipment to provide temperature and dew point information be pressured to make suitable substitute arrangements to provide the required service. Without temperature information I cannot provide the pilots with maximum go around EPR/N1 settings. The dew point and temperature are needed for other pilot decisions. 2 years to wait for this information is long enough!
