Narrative:
En route phx-sfo. Approximately over las, cleared direct bty VOR to maintain FL310. At location above, controller directed turn to right of 15 degree, followed by request to descend to FL300. We complied, and saw another air carrier aircraft pass ahead of us 3-4 mi at FL310. Note: my second such incident in 2 weeks.

Narrative: ENRTE PHX-SFO. APPROX OVER LAS, CLRED DIRECT BTY VOR TO MAINTAIN FL310. AT LOCATION ABOVE, CTLR DIRECTED TURN TO RIGHT OF 15 DEG, FOLLOWED BY REQUEST TO DSND TO FL300. WE COMPLIED, AND SAW ANOTHER AIR CARRIER ACFT PASS AHEAD OF US 3-4 MI AT FL310. NOTE: MY SECOND SUCH INCIDENT IN 2 WEEKS.
