After takeoff during gear retraction both engine and electrical a system hydraulic low pressure lights illuminated. Lights extinguished but quantity remained between 31-35%. Decision made with concurrence of dispatch and maintenance control to return. Emergency declared on our behalf by ATC. Return uneventful. Overweight landing made with approval from maintenance.
