Narrative:
Landed runway 16R at sea without tower clearance. We were cleared to tower at the outer marker while over elliot bay. Radio frequency congestion and reading checklist at outer marker distracted me from calling the tower. After landing while waiting to cross runway 16L realized radio still tuned to approach, changed to tower. My first day flying after 1 1/2 month illness contributed to my not having an awareness of not being on the tower for landing. Normal IFR operations frequency is usually changed when called and the delay with the VFR approach was a contributing factor.

Narrative: LANDED RWY 16R AT SEA WITHOUT TWR CLRNC. WE WERE CLRED TO TWR AT THE OUTER MARKER WHILE OVER ELLIOT BAY. RADIO FREQ CONGESTION AND READING CHECKLIST AT OUTER MARKER DISTRACTED ME FROM CALLING THE TWR. AFTER LNDG WHILE WAITING TO CROSS RWY 16L REALIZED RADIO STILL TUNED TO APCH, CHANGED TO TWR. MY FIRST DAY FLYING AFTER 1 1/2 MONTH ILLNESS CONTRIBUTED TO MY NOT HAVING AN AWARENESS OF NOT BEING ON THE TWR FOR LNDG.
