Narrative:

Due to construction the first 2000' of runway 28 at syracuse was closed with a further 500' displaced threshold. Original runway length 9000', with restrictions it now had 7000' for takeoff and 6500' for landing, so said the ATIS. However, when we taxied out to 28 there were men and equipment right at the 2000' closed line, and looked like an unsafe operation (for them) if we departed at that point. We questioned tower about this and the displaced threshold was where we were instructed to take off from. According to tower this is where the city authority had instructed them to depart traffic from (just a bit confusing). This has the potential to be an accident waiting to happen. We checked our takeoff weights and with worst case scenario were ok with 6500' of runway for takeoff. However, what if an aircraft was right at limits with a 7000' runway and ended up with 500' less pavement.

Title: LGT ACFT INSTRUCTED TO TKOF FROM DISPLACED THRESHOLD WITH 6500' OF RWY REMAINING WHEN FLT CREW WAS EXPECTING 7000' OF RWY ACCORDING TO ATIS.

Narrative: DUE TO CONSTRUCTION THE FIRST 2000' OF RWY 28 AT SYRACUSE WAS CLOSED WITH A FURTHER 500' DISPLACED THRESHOLD. ORIGINAL RWY LENGTH 9000', WITH RESTRICTIONS IT NOW HAD 7000' FOR TKOF AND 6500' FOR LNDG, SO SAID THE ATIS. HOWEVER, WHEN WE TAXIED OUT TO 28 THERE WERE MEN AND EQUIPMENT RIGHT AT THE 2000' CLOSED LINE, AND LOOKED LIKE AN UNSAFE OPERATION (FOR THEM) IF WE DEPARTED AT THAT POINT. WE QUESTIONED TWR ABOUT THIS AND THE DISPLACED THRESHOLD WAS WHERE WE WERE INSTRUCTED TO TAKE OFF FROM. ACCORDING TO TWR THIS IS WHERE THE CITY AUTHORITY HAD INSTRUCTED THEM TO DEPART TFC FROM (JUST A BIT CONFUSING). THIS HAS THE POTENTIAL TO BE AN ACCIDENT WAITING TO HAPPEN. WE CHECKED OUR TKOF WEIGHTS AND WITH WORST CASE SCENARIO WERE OK WITH 6500' OF RWY FOR TKOF. HOWEVER, WHAT IF AN ACFT WAS RIGHT AT LIMITS WITH A 7000' RWY AND ENDED UP WITH 500' LESS PAVEMENT.
