Narrative:
On approach to chicago our flight was cleared to 400' and restr to 210 KTS, then further cleared to 3000 MSL to intercept localizer, and switched to a new controller. The flying pilot slowed the aircraft to 200 KTS prior to dropping below the TCA. Several minutes later the controller requested what airspeed was assigned. The non flying stated '210 KTS' but did not clarify that the speed had been reduced per far requiring 200 KTS under a TCA.

Narrative: ON APCH TO CHICAGO OUR FLT WAS CLRED TO 400' AND RESTR TO 210 KTS, THEN FURTHER CLRED TO 3000 MSL TO INTERCEPT LOC, AND SWITCHED TO A NEW CTLR. THE FLYING PLT SLOWED THE ACFT TO 200 KTS PRIOR TO DROPPING BELOW THE TCA. SEVERAL MINUTES LATER THE CTLR REQUESTED WHAT AIRSPEED WAS ASSIGNED.
