Narrative:

Air carrier X asked if tower was going to issue traffic warnings. An small transport Y was observed flying east approximately 1 mi off the departure end of runway 27L with air carrier X climbing to 5000' heading 270 degree. Tower was not talking to small transport Y. Flight data position queried patrick flight data if they were working an small transport Y west of melbourne airport. Patrick approach was advised that air carrier X was climbing out first officer 1200' heading 270 degree off runway 27L, and that small transport Y was level at 2000' eastbound. 'No problem', said patrick approach. Traffic was never issued to melbourne tower by patrick approach, nor any altitude restriction issued to melbourne tower when requesting release on air carrier X departing runway 27L.

PATRICK APCH WAS ADVISED THAT ACR X WAS CLIMBING OUT FO 1200' HDG 270 DEG OFF RWY 27L, AND THAT SMT Y WAS LEVEL AT 2000' EBND. 'NO PROBLEM', SAID PATRICK APCH. TFC WAS NEVER ISSUED TO MELBOURNE TWR BY PATRICK APCH, NOR ANY ALT RESTRICTION ISSUED TO MELBOURNE TWR WHEN REQUESTING RELEASE ON ACR X DEPARTING RWY 27L.
