Narrative:
In my estimation the chain of events that caused the excursion. 1) approximately 19,000 pounds of ferry fuel. 2) #3 reverser inoperative. 3) short runway (7500'). 4) water on the runway. Get rid of any of these things and the aircraft would not have run off the end. Flight xx cle-ord (ferry fuel approximately 19.0 reverse lever wired off deferred.) ATIS WX (attached). Rerouted from vwv up over pmm due thunderstorm southeast of ord. Set up on 30 mi final approach ILS 22R, we were on centerline and glide slope from nolan intersection 13.7. The gear was down and the approach was stabilized from the outer marker. The approach and touchdown were normal. As the copilot applied reverse thrust on #1 and #2, the aircraft began a drift toward the left edge of the runway. The copilot said, 'we're hydroplaning!' I took the airplane, brought the thrust levers to reverse idle, centerlined the runway and continued the attempt to stop, full brakes and reverse thrust, there was no braking or nose wheel steering control. At the end of the runway I had sufficient steering to get the nose gear on the service road. The aircraft continued approximately 100 yds beyond the runway. When the airplane stopped we assessed the situation and I decided not to evacuate the passenger. I asked the second officer to make announcement to passenger and F/a's.
